CT H.B. 5600 Global Warming Solutions


Governor Jodi Rell announced this week that she will sign H.B. 5600, An Act Concerning Connecticut Global Warming Solutions, that passed decisively in Connecticut’s House and by a unanimous vote in the Senate. 

H.B. 5600 will:

  • Require state emissions to be 10% below 1990 levels by 2020
  • Require emissions reductions to be 80% below 2001 levels by 2050  
  • Require Connecticut’s Department of Environmental Protection to come up with a plan for achieving the required reductions
  • Authorize the state to pursue a regional multi-sector cap-and-trade program with other states participating in the Regional Greenhouse Gas Initiative (RGGI)
